I have Nik Color Efex Pro 3 and they are good Photo Filters. Corel gives the Plugin version away with PSPX4 Ultimate but it has been fixed so they won't work in PS, but a very cheap way of getting ver. 3.
I was also lucky enough to obtain the Standalone version for free during a German Giveaway in December.
I have Topaz filters which are great. They are very reasonable in price, plus to date they are upgradeable for free every time a new version comes out. By being on their newsletter list I can preorder any of the new filters at a good discount. I've slowly built mine up over time. Price wise etc I would say the Topaz filters are a better purchase, as they can be bought individually and Topaz often has sales and Mike at the Plugs-N-Pixels Enzine always has a discount voucher for them. They have a trial as well.
I also own the OnOne Perfect Photo Suite 6 which contains excellent filters and photo processes for PS. It is expensive but I purchased with a special deal.
